At sea refueling of G-21 at point 5 degrees latitude S, 165 degrees longitude W was accomplished without incident. Recommend basing of seaplane tender in Marivellas, home port Boragora or Tagataya City, minimum captain's rank commanding, effective immediately. Feel strongly that having a tender in the French Mandate will help to forestall any Japanese plans for aggression should hostilities break out between US, Great Britain, France, the Netherlands (the allied nations) and Japan. Also strongly urge the basing of a Motor Torpedo Boat squadron in the Marivellas, minimum 6 boats, but more study is needed for logistics and support.
Your presence in the Marivellas, either as Commanding Officer of American troops, or Chief Liaison Officer to the French Mandate, would be recommended and greatly appreciated. Being junior in rank, this comes only as a suggestion and should not be construed as a direct order.
