Well, the post WWI treaty provisions with regard to fortifying these island mandates are pretty strict. The Marivellans can beef up their nautical hardware, but we can't...overtly. (Though a seaplane tender and six PT's [are you perhaps British referring to them as motor torpedo boats?] might not really be considered fortifying, if we emphasize their "transient" nature, i.e., not permanent shore establishment or base.
I am sort of inclined to go covert using a civilian cover a la McHale tramp steamer plodding from tedium to oblivion and back. Or better yet Q-ship or a commerce raiding cruiser built with a merchant marine profile (the Kreigsmarine is doing this).
I will run it by the Secretary or maybe Wild Bill Donovan. MacArthur will squawk. With this Flying Tiger guy buzzing about I sure that Dugout Doug will want us to stay clear.
